Xiaoyan Zhang, PhD [ Board Members ]

Dr. Zhang is the president and CEO of KIT Solutions® LLC., a high-tech company provides on-line, real-time, data-driven decision support services using Knowledge-based Information Technology (KIT) solutions for the field of Health and Human Services (HHS). In September 2010, he received Pacesetter Award from Smart Business Magazine. In June, 2008, he Ernst & Young Entrepreneur Of The Year 2008 Award in Upstate New York, Western Pennsylvania and West Virginia. In 2007, he was appointed by the United State Secretary of Health to serve on the National Advisory Council for Drug Abuse. In this same year, he received NPN (National Prevention Network) 2007 Award of Excellence.

Dr. Zhang is a recognized expert in designing and implementing web-based data-driven decision support systems that measure performance, outcomes, and results-based accountability. He has over 20 years of experience in conducting evaluation research for numerous social service programs funded by federal, state, and local governments and accumulated extensive expertise in combining social science research principles and practice with the state-of-the-art information technology. Since 1998, Dr. Zhang has assisted 17 states (PA, VA, SC, FL, RI, ME, WA, SD, CO, NY, CA, HI, NH, TN, NM, NC, and AR) in implementing a statewide prevention data infrastructure with KIT Prevention, a web-based, intelligent, and knowledge based substance abuse prevention data service that integrate Assessment, Capacity, Planning, Implementation, and Evaluation. Currently, he serves as the project director for two multi-year federal contracts supporting (1) Prevention Management Reporting and Training System and (2) Federal Interagency Website on Youth, a collaborative website involving 12 federal agencies.

Dr. Zhang received his Ph.D. Degree in Sociology (1989) and a business certificate from the University of Pittsburgh (1986). In 1985, he was a recipient of the Andrew Mellon Fellowship. Dr. Zhang was featured in the Corporate Culture Section of Pittsburgh Magazine in the February 2000 issue, in Pittsburgh Business Time, June 20, 2008 edition, and in Smart Business Magazine, November 2009 and September 2010 editions.
